Darin is currently the new CEO of SRG, a Texas-based public sector recruiting firm. Formally, Darin led Elevations’ market expansion efforts in the Northern Colorado region, along with the credit union’s government affairs programs and strategic relationships. Throughout his career, Darin has served as an advocate for community collaboration and built strong relationships with both public and private sector partners.
Prior to joining Elevations in 2021, Darin served as the Fort Collins City Manager for over 17 years. Under his leadership, the city government transformed from a “trust us” model to one that is data-driven and performance-based, and in 2017 the city received the prestigious Malcom Baldrige National Quality Award.
Beyond Colorado, he’s helped build communities and high-performing cultures in California, Washington and Georgia. Darin attended Harvard University’s Senior Executive program, and he holds master’s degrees in both civil engineering and city planning from the Georgia Institute of Technology as well as a bachelor’s degree in city and regional planning from California Polytechnic State University, San Luis Obispo.

Cody Bird is the town planner for Wellington and is responsible for overseeing the planning and zoning department, building department, and all planning, development and building activities of the Town. Cody has a master’s degree in urban and regional community planning from Kansas State University, and is certified with the American Institute of Certified Planners (AICP). Cody served a similar capacity as the city planner for Derby, Kansas before relocating to Wellington in 2017.

Sarah Crosthwaite is a California native from the City of Redlands. She holds an undergraduate degree in Political Science from California State University, San Bernardino. She received her graduate degree in Public Administration from California State University, San Bernardino in December 2017. She recently began her position as Economic Development Manager for the Town of Johnstown. Her efforts focus on business retention and expansion, along with attraction and development of major corridors within the community. Prior to her current position she served as the Economic Development Specialist for the City of Fort Morgan for two years.

Kelly DiMartino is the City Manager for the City of Fort Collins. During her 24+ years in Fort Collins, she has held multiple roles and helped lead and implement a variety of programs and initiatives, including a robust citizen engagement program, a priority-based Budgeting for Outcomes and performance measurement process, and numerous workforce initiatives. Kelly is the City’s liaison to multiple community organizations, and she feels fortunate to be in both a job and a community that she loves.
Prior to coming to Fort Collins, Kelly worked as the Public Information Officer for the City of Grand Island, NE. She has a bachelor’s degree from Hastings College in business administration with an emphasis in marketing and a Master’s of Business Administration from Colorado State University.

Clay Frickey is the Planning Manager for the City of Fort Collins. Fort Collins has a vision of being a sustainable, connected, and inclusive community. Clay leads the Planning department in helping ensure our built environment in Fort Collins becomes the sustainable, connected, inclusive place that our community envisions. Prior to his work with the Planning department, Clay was the Redevelopment Program Manager in Sustainability Services. His work while the Redevelopment Program Manager focused on managing the operations of the Urban Renewal Authority. Nancy Gedeon joined the State Demography Office in 2020 as the estimates demographer. She has a bachelor’s degree from Cornell University, and a master’s degree in urban planning and development from Cleveland State University.

In this role, Grubbs is overseeing McWhinney’s real estate investment portfolio and institutional equity capital markets activities. Grubbs brings over 30 years of real estate experience, including extensive work in portfolio and fund management across diverse property types and a proven track record in equity transactions, development, financing, and investor relations, working successfully with both domestic and international investors. In his new role, he will partner with McWhinney’s acquisition and development teams to recommend and secure financing programs for both the company’s existing and future portfolio, recommending debt and equity capital strategies to support the company’s goals.
Before joining McWhinney, Grubbs was with Invesco Real Estate for 20 years, most recently serving as Chief Investment Officer for the past 5 years. In this role, he oversaw an impressive $45 billion in assets across various equity and debt strategies and was the founding Lead Portfolio Manager for Invesco’s flagship open-end fund. A longtime civic leader, he was also a staff member for U.S. Senator William Armstrong of Colorado.

Julian Jacquin is the economic development director for the town of Erie. Julian started with the town in September 2021, coming from Missouri where he worked for the last five years with the city of Wildwood as their economic development manager and also as the interim deputy city administrator. Matt LeCerf has been the current Town Manager in Johnstown since October 2018. In a full-service community of 20,000, Matt is responsible for the day-to-day operations of the Town, leading a staff of 115 full-time employees. Prior to being the Town Manager in Johnstown, Matt was the Town Manager in Frederick, Colorado for about 7 years. In total, Matt has over 18 years’ experience as a City Manager.
As Manager in Johnstown, Matt is currently helping to lead significant cultural development and change in the organization. On the development side, major growth is taking place in Johnstown related to residential, commercial, and industrial uses. To meet these needs, the Town is undertaking water and wastewater construction projects totaling over $250 million that includes of two new Wastewater Treatment Plants, a new Water Treatment Plant, an additional transmission/trunk line from a water supply reservoir to the new water plant, construction of a new water tower, and overseeing a current change case for water consisting of approximately 3000 AF of water.

Raymond Lee III currently serves as the City Manager of Greeley, Colorado, having previously held the position of Deputy City Manager.
