Colorado Rep. Judy Amabile has served as a state representative in the Colorado General Assembly since 2020, where she has sponsored a strong slate of progressive and pragmatic bills, including measures to increase mental health resources, improve the criminal justice system, increase gun safety, and make communities more resilient in the face of wildfires fueled by the climate crisis. She has been actively involved in formulating legislation to increase the supply of affordable housing in Colorado. Amy Aschenbrenner, a Colorado native, has had a successful career for the past 23 years in Realtors association management. She started her career with the Longmont Association of Realtors as an administrative assistant, then moved up to the position of CEO. After the merger in 2021 of the Boulder Area Realtor Association and the Longmont Association of Realtors, Amy moved into the position of the VP of governmental affairs and community investment. She earned the Realtor Association Certified Executive designation in 2013, was the 2022 chair of the Longmont Chamber of Commerce and for the past 30 years has managed The Palmerton Consolidated Ditch Co.

Tony Chacon serves as redevelopment manager with the city of Longmont and brings with him more than 25 years’ redevelopment and economic-development experience working in local government. He has worked previously in such capacity for several jurisdictions, including the city & county of Denver, Westminster and Aurora. Brian was born in Georgia and later moved with his family to Colorado in 1982, where he has called Denver his home ever since. He began his commercial real estate career as a broker after college where he was first introduced to the local CCIM chapter. Brian then worked with local developers through the CCIM contacts which led to the start of his career in commercial property management. Recently, Brian worked as a regional supervisor for a national real estate firm overseeing the Colorado, Arizona and California portfolios. Brian began working with the W.W. Reynolds organization in 2017, helping with management of their downtown Boulder properties. Michael Dougherty

Michael Dougherty was appointed district attorney for the 20th Judicial District (Boulder County) by Gov. Jared Polis in March 2018. He was elected to the position in November of that year. He previously served as a prosecutor with the Manhattan District Attorney’s Office and worked in the Colorado Attorney General’s Office. He served as the supervisor of the Colorado DNA Justice Review Project in the review of post-conviction cases of forcible rape, murder and non-negligent manslaughter to determine whether biological evidence exists that might, through DNA analysis, demonstrate actual innocence. In 2011, he became the deputy attorney general of the Criminal Justice Section. Dougherty graduated from Nassau Community College and attained his undergraduate degree from Cornell University in 1993. He graduated from Boston University School of Law in 1997.

Jeremy Durham is the executive director of Boulder Housing Partners, the housing authority for the city of Boulder. Jeremy’s extensive background in affordable housing spans both innovative developments and collaborative partnerships. He has left a mark on Colorado’s affordable-housing landscape not only through his tenure at BHP but also through his contributions at the Denver Housing Authority and the Boulder County Housing Authority. In 2015, Jeremy began his journey with BHP as the director of real estate development. By 2017, he ascended to the position of executive director. Under his leadership, BHP has witnessed the addition of more than 500 affordable homes. Currently, 160 more are under construction, and an additional 73 are slated for the beginning of 2024.Jeremy’s academic accomplishments include a bachelor’s degree and a law degree from the University of Colorado. He is also a licensed attorney in the state of Colorado. In his spare time, he enjoys spending time outside with his daughter, traveling, sports, and camping.

Before joining Enterprise, Kinsey spent seven years with the Washington, D.C.-based office of the Guttmacher Institute, a leading policy and research organization dedicated to advancing sexual and reproductive health and rights, and before that served as the director of Political Affairs and Outreach for Planned Parenthood of the Rocky Mountains. Kinsey graduated with a Bachelor of Science and a Bachelor of Arts from the University of Colorado Boulder and also holds a master’s in Public Health from the Johns Hopkins University Bloomberg School of Public Health.

Julian Jacquin is the economic development director for the town of Erie.  Julian started with the town in September 2021, coming from Missouri where he worked for the last five years with the city of Wildwood as their economic development manager and also as the interim deputy city administrator. Before joining local government, Julian worked with a consulting company which specialized in working with local governments and real estate developers to realize development and redevelopment opportunities.  Julian serves on the Public Policy Committee for the Economic Development Council of Colorado, and previously served as the chairman of the West St. Louis County Chamber of Commerce and Public Policy Chair of the Missouri Economic Development Council.

Stephen Redfearn

Deputy Chief Stephen Redfearn is in charge of the Department’s Operations Division, which oversees enforcement and investigative functions. Operations includes all Patrol watches, Traffic, Investigations (detectives), Animal Protection, Code Enforcement, Community Services, School Resource Officers and the department’s legal adviser.  He joined the Boulder Police Department in 2021 and has more than 22 years of previous law-enforcement experience from prior agencies where he started as a cadet and 911 dispatcher before becoming commissioned and working his way up the ranks. Deputy Chief Redfearn has a Bachelor of Science degree in Criminal Justice with a minor in Sociology from Metropolitan State University and a Master of Science degree in Organizational Leadership from Colorado State University.  Deputy Chief Redfearn holds several important roles both within the department and the community, including being the Department’s LGBTQ+ police liaison.

Stephen Tebo is founder and owner of Tebo Properties and owns more than 225 properties comprising more than 3,500,000 square feet and leasing to more than 600 commercial tenants. Tebo was born in 1944 in Hill City, Kansas, the son of Lorene and John Tebo. He began his career shining shoes at a nearby barber shop at just 8 years old. At age 11, he discovered his passion for collecting coins, which led to him to launch a coin-collecting business. That led to the founding of Tebo Coin and Tebo Store Fixtures, which sold display fixtures throughout Colorado. The enormous success and growth of both Tebo Coin and Tebo Store Fixtures forced Tebo to find more space for his businesses. Needing 4,000 square feet for his two businesses, Tebo began looking for available space in Boulder. He decided to build a 10,000-square-foot building, Tebo Square. Tebo leased the remaining 6,000 square feet to other tenants. That’s when Tebo realized that he enjoyed the idea of investing in commercial property. Tebo continues to pursue his passion for commercial real estate and establishing quality relationships with the local business community.

Chandler Van Schaack

Chandler Van Schaack has served as principal planner with the city of Boulder since November 2022, focusing on development review. He previously worked as a senior planner for the town of Mammoth Lakes, California; senior planner for the city and county of Denver; and a planner with the city of Boulder. He graduated from the University of Colorado Boulder in 2004, majoring in environmental studies, subsequently working as a builder in Boulder and Jackson, Wyoming. Marcia serves as the administrator for the Real Estate Commission, the Board of Real Estate Appraisers, the Board of Mortgage Loan Originators, and the HOA Information and Resource Center. She manages the Division’s $6.5 million budget, oversees a staff of approximately 50 full-time employees, and establishes the direction of Division programs based on market and industry trends.

Rob Zuccaro

Rob Zuccaro, AICP, has worked for the city of Louisville for six years and is currently serving as the Community Development Director, overseeing the Planning, Building, and Economic Vitality divisions.  After receiving his undergraduate degree in Environmental Biology from CU-Boulder, Rob joined the Peace Corps serving two years in Ghana teaching science and math.   After completing his Peace Corps service, Rob discovered the field of planning and returned to school where he received an MS in Community Planning from the University of Arizona.  While pursuing his graduate degree, Rob worked at the Sonoran Institute, contributing to public land management and conservation projects throughout Arizona.  Rob’s 20 years of experience in community planning has included working as a planning consultant in Albuquerque and positions with several municipalities in the Denver Metro area.  Rob is Colorado native and is passionate about anything his kids like to do and Key Lime Pie. 

David Zucker

David focused on downtown redevelopment as soon as he arrived in Denver in 1990. David’s first project was the Lofts over the Wynkoop Brewery, where he lived until 1995. Since the Wynkoop, David established a vision for historic conversions such as the Downtown Denver and Downtown San Diego Courtyards by Marriott, both of which utilized the Historic Investment Tax Credit. David received his MBA from the Wharton School of the University of Pennsylvania in Philadelphia. He was former board chair of the State of Colorado Housing Board and is past-chair of the board of directors of community jazz station KUVO and past-co-chair of the Downtown Denver Partnership’s Housing Council.
