Cody Bird is the town planner for Wellington and is responsible for overseeing the planning and zoning department, building department, and all planning, development and building activities of the Town. Cody has a master’s degree in urban and regional community planning from Kansas State University, and is certified with the American Institute of Certified Planners (AICP). Cody served a similar capacity as the city planner for Derby, Kansas before relocating to Wellington in 2017.

Evan Forrest is a Senior Consultant for Zonda Advisory, based out of Southern California with over 15 years of experience in the homebuilding industry. Prior to joining Zonda Advisory, he served as Director of Planning and Research for The Atalon Group, a small boutique firm meeting the real estate needs of lenders, investors, developers, and private individuals. He was charged with performing analysis, due diligence, market studies, segmentation, acquisition analysis, and property tax review for clients throughout the United States on various residential, commercial, and recreational properties. Before Atalon, he worked for the largest private homebuilder in Las Vegas leading the market research, pricing, special projects, and working on acquisitions throughout the southwestern United States.

Nancy Gedeon joined the State Demography Office in 2020 as the estimates demographer. The State Demography Office is the primary state agency for population and demographic information which is used by state agencies, local governments, and non-profit organizations. Nancy has experience with local government and community development, and is certified with the American Institute of Certified Planners (AICP). She has a bachelor’s degree from Cornell University, and a master’s degree in urban planning and development from Cleveland State University.

Jeremy Gleim grew up just outside Joshua Tree National Park in southern California. He moved to San Diego after high school to pursue a degree in architecture. In 2007, Jeremy earned a Bachelor of Architecture from Woodbury University. Upon graduation, he worked for a couple local architects during the day and taught AutoCAD, SketchUp, and Revit in the evenings. In 2010, he started a Master of City Planning program at San Diego State University…go Aztecs! In 2012 aJeremy was hired by the City of Rancho Mirage at the beginning of 2013.
He was hired as a planning technician and moved up the ranks to become the city’s Development Services Director in 2017. I relocated to Colorado in early 2022 and continued to work remotely for the city until October of that year. All in all, Jeremy spent about 10 ½ years at the City of Rancho Mirage doing planning and community development work.
Jeremy was hired as the Planning and Development Director for the Town of Johnstown in January of 2024 and feels very fortunate to work with such a great team. Planning in Colorado is much different than southern California and it has proven a very stimulating experience; needless to say, he is learning a lot and enjoying the ride along the way! He enjoys trail running and spending sunny days riding bicycles with his kids.

Julian Jacquin is the economic development director for the town of Erie. Julian started with the town in September 2021, coming from Missouri where he worked for the last five years with the city of Wildwood as their economic development manager and also as the interim deputy city administrator. Before joining local government, Julian worked with a consulting company which specialized in working with local governments and real estate developers to realize development and redevelopment opportunities. Julian serves on the Public Policy Committee for the Economic Development Council of Colorado, and previously served as the chairman of the West St. Louis County Chamber of Commerce and Public Policy Chair of the Missouri Economic Development Council.

Matt LeCerf has been the current Town Manager in Johnstown since October 2018. In a full-service community of 20,000, Matt is responsible for the day-to-day operations of the Town, leading a staff of 115 full-time employees. Prior to being the Town Manager in Johnstown, Matt was the Town Manager in Frederick, Colorado for about 7 years. In total, Matt has over 18 years’ experience as a City Manager.
As Manager in Johnstown, Matt is currently helping to lead significant cultural development and change in the organization. On the development side, major growth is taking place in Johnstown related to residential, commercial, and industrial uses. To meet these needs, the Town is undertaking water and wastewater construction projects totaling over $250 million that includes of two new Wastewater Treatment Plants, a new Water Treatment Plant, an additional transmission/trunk line from a water supply reservoir to the new water plant, construction of a new water tower, and overseeing a current change case for water consisting of approximately 3000 AF of water.

Bob moved to Northern Colorado in 2006 to become the Planning Manager for the City. He has always had a passion for planning, the built environment, and working collaboratively on innovative design ideas. He studied planning at the University of New Mexico and received a bachelor’s of arts in American Studies at The Evergreen State College in Olympia, Washington. He has worked in both the public sector as a planner and planning manager for the City of Albuquerque and in the private sector as a planning consultant for URS and at his own planning consulting business.
