Roy Otto is city manager of the city of Greeley, a position to which he was first appointed in 2005 after previously serving as assistant city manager. He boasts more than 31 years in local-government-management experience, including in St. Petersburg and Seminole, Florida.

A native Coloradan who graduated from Greeley West High School in 1983, Otto went on to complete a B.A. (with distinction) in political science from Colorado State University in 1987.  He completed his Master of Public Administration (MPA) degree from the University of South Florida in 1991.
