Keith Hay works as director of utility policy at the Colorado Energy Office and leads a small team developing strategy and policy to increase the use of clean energy, energy efficiency, and transportation and beneficial electrification to reduce greenhouse gas emissions. Prior to joining the Energy Office, he worked at the Colorado Public Utilities Commission, including as an adviser to the commissioners. His portfolio included electric-resource plans, renewable-energy plans and rate cases. He also led the commission’s year-long examination of net metering. Prior to advising, he was a member of the PUC’s research section, where he led investigations into electric-vehicle integration, rate design and new approaches to regulation.
