Cathy has been the Executive Director for Pro 15 since 2015 as well having been an active member since its inception in 2001.  She also owns a consulting firm called Sage Strategies which specializes in facilitation, planning and both project and nonprofit management with an emphasis on rural small business, organizations and government.  Additionally, she developed and runs a rural events online site entitled Discover Rural covering rural areas in Colorado, Wyoming and Nebraska.


Currently she is chair of the C3 Advisory Council, Board of Directors for the Ports to Plains Alliance, on the Board of Directors for the Colorado AgriTourism Association and is on the business advisory council for Morgan Community College.



Ms. Shull has long been involved in issues affected rural areas and has served as a past chair of Colorado Rural Development Council; past executive board member of the National Rural Partnership; was featured on Dan Rather’s CBS evening news on technology in rural areas and served on Governor Romer’s Smart Growth Committee; Governors Blue Ribbon Panel on Transportation and a member of several transportation coalitions for over 8 years.


A 2nd generation native of Northeastern Colorado Cathy comes from an Ag background and then going on to work in the banking, hospitality and non profit fields.


Cathy is a graduate of the University of Nevada at Las Vegas and is working on her Masters in Organization Leadership through CSU Global Campus.


Ms. Shull was also named “Citizen of the Year” in 2002 in Fort Morgan, CO.
